Welcome to
Central Government Pensioners Welfare Association, Kashmir (CGPWA-K), has come into being as a separate social organisation, for the purpose of protecting the common interests of central government pensioners, in particular, and creating awareness and sensitisation about the rights and genuine requirements of senior citizens, in general.
Although the Association was, by its mandate, expected to look after the interests of the
central government pensioners from Both the divisions of Jammu and Kashmir, in practice, the
arrangement didn’t produce much results for the pensioners from Kashmir. They had no
effective participation in the deliberations of the parent body, which invariably took place
in Jammu. As and when the presence of of delegates from Kashmir was essentially required,
huge expenditure on travel, boarding and lodging had to be incurred. Thus, it was always
difficult, well nigh impossible , for the Kashmir unit to have any impact in decision
making.
Pensioners from Kashmir, finally, felt a pressing need to have a separate body for Kashmir
division, with full recognition for implementation of all the important programs identified
under Mission Mode for Pensioners.
The proposal for setting up of a separate association for Kashmir, received whole- hearted
support from the office bearers and members of the parent body in Jammu.
Registrar of Societies, J&K (UT) issued a certificate of registration of a separate society
under the name ‘Central Government Pensioners’ Welfare Association, Kashmir’, under No
CGPWA/MC/1/2021, Dated 12-01-2021.
The Department of Pensions and Pensioners’ Welfare (DoP & PW) have been requested to grant
recognition for the new society, as a separate Pension Portal, which is presently under
process.

An out station branch, of the Central Government Pensioners’ Welfare Association, J&K, Jammu (which was registered as a society in 1995), started functioning in Kashmir region, on 11-06 -2012. Three office bearers’, one Vice - President, one Treasurer and one Secretary, were, thereafter, elected amongst the members of the Association, hailing from Kashmir division, who functioned under the overall supervision of the President of the Association, who used to spend the summer months in Srinagar.
The outstation branch used to hold meetings at different locations. These meetings were held regularly, except when interruptions were caused on account of emergent circumstances, like the devastating floods of 2014, law and order disturbances , and the recent Covid pandemic, prevailing for the last nearly two years.
Central Govt Pensioners Welfare Association, Jammu came into existence, in 1994 and was granted
registration as a society by the Registrar of Societies, J&K. vide no: 2349 – S of 21st of July,
1995. The first outstation branch/unit for Kashmir was commissioned at Srinagar on 11th June, 2012.
With the membership from Kashmir, added to the rolls of the Association of Jammu, the number of
member crossed the 200 mark.
Ever since the start of an outstation unit at Srinagar, it has been noticed that the Central Govt
Pensioners from Kashmir have not been able to effectively participate in the deliberations of the
Association, partly because of distance and difficulties of communication, and partly for other
reasons. These difficulties especially being felt in respect of participation in AGMs, which are
invariably held in Jammu. These issues have been raised by the representatives from Kashmir unit,
while participate in AGMs and other meetings held at Jammu.
It’s also to be noted that the number of Central Govt Pensioners and Family Pensioners in Kashmir
region is much higher than the corresponding number in Jammu region.
The need clearly exists for registration of a separate Association for Kashmir region. Accordingly,
a separate constitution and Bye-laws for the Kashmir branch, have been drafted with a view to
preparing documents for submission to the Registrar of Societies, Kashmir.
A CGHS Wellness Centre for the pensioners as well as in-service employees, became operational in
Jammu, more than a decade ago. But pensioners hailing from Kashmir could not take any advantage from
this centre, because of sheer distance, and the expenses involved in accessing this facility.
Consequently, a proposal for setting up of a separate wellness centre for Kashmir was mooted way
back in 2013 but it was as late as 2019 that the proposal was finally approved, thanks to the
relentless efforts put in by some of the members for mobilising support from all possible quarters,
from both divisions. Some names of the people, who were instrumental in this regard, are: Mr SS
Wazir, Mr MS Pandit, Mr GN Kanth, Mr Nazir Ahmad Bhat, Mr Rafeeq Masoodi, Mr Mushtaq Sadiq, and Mr
GM Wani.
Even after the setting up of a separate Wellness Centre at Srinagar, was finally sanctioned, and
appropriate accommodation was got allotted from the State Government, thanks to the relentless
efforts of some members, it took quite some time for the Centre to become functional.
The Wellness Centre is still faced with several teething problems, which are being attended to. The
most important deficiency for the centre is that there are no hospitals empaneled under the CGHS.
An effective Association can be of great help to the authorities of CGHS as well as the staff at the
operational level, by acting as a bridge between the pensioners and the CGHS authorities. Our
Association is putting its best steps forward in this regard.
i) Contributions/subscriptions and special collections from existing and new members and
other sympathisers, funds raised through any government or semi-government agency, journal,
publication and other ads through Journals or any other publication of the Association.
ii) The Association may also set up a Corpus Fund out of donations to be raised from members
and other legal sources, which shall not be utilized for meeting day to day expenditure.

The Association will not have any political affiliation at any level. It may however work in collaboration with any other body having similar aims and objective
The Bank Account to be opened in the name of the Association shall be authorized to be operated by any three Office Bearers of Association. Transaction can, however, be made under any two signatures of the three incumbents.
A.General Body:
The General Body shall meet at least once in a year to transact the following business, based on the
recommendations of the Managing Committee:
i) Consider and adopt, the Annual Balance Sheet and Audit Report,
ii) Consider and approve the budget estimates for the ensuing year,
iii) Discuss the Annual Report on the actives of the Association during the preceding year and to
lay down the guidelines for the programmes, plans and projects for the ensuing year.
iv) Consider and approve, with or without modification, the proposals for amendment of the bye-laws,
if any.
v) To consider and approve the resolutions on various subjects, as necessary, placed before it for
approval.
vi) To conduct the process of tri-annual elections of the office bearers of the Association, as and
when due.
The General Body may also take up for consideration any other important matter brought up, at the
meeting by any of the members with the approval of the President
A. Managing Committee:
The Management Committee shall manage the activities of the Association and correspond with various departments and other agencies through its General Secretary. It shall be competent to sanction all expenditures, as provided for in approved budget estimates. The quorum for meetings shall be 50% of the members.
B. Office Bearers:
i) President:- The President shall have powers to incur the expenditure of Rs. 10,000/, which will be placed before the Management Committee for Information.
a. The Powers of the President may be revised as need arises by the General Body of the Association. He shall have the powers to withdraw the nomination of the nominated executive members in consultation with Managing Committee.
b. Shall preside over the meeting of the Managing Committee and also the General Body of the Association.
ii) Vice President:- He shall discharge all the duties of the President in his absence. In addition he shall assist the President in the smooth functioning of the Association.
iii) General Secretary:- He will be the Chief Executive Office of the Association. He shall be responsible for arranging meetings, maintenance of records of office, and correspond with various institutions, organisations and agencies on behalf of the Association and also execution of programmes, as approved by the Managing Committee.
a. He shall ensure holding of meetings of the Managing Committee and General Body Meeting.
b. He shall ensure issuance of election notices, regular auditing of accounts and compliance with the provisions of the bye-laws.
iv) Secretary:- He shall assist the General Secretary in all his duties and function as General Secretary in his absence.
v) Treasurer:- He shall maintain records of income and expenditure maintain cash book, receipt books prepare balance sheet and timely completion of auditing of accounts. He shall disburse and collect cash against proper receipts/ cash memos and other documents etc.
vi) Executive Members: (a) Executive members shall participate in the Managing Committee meetings, give their suggestions, and assist in the management of the affairs of the Association.
A member may, with the prior approval of the General Secretary, inspect records of the Association, Audit Report, Balance Sheet and all correspondence held in running of the Association.
i) A notice for the General Body meeting shall be issued by a notification, though print or electronic media, or by post, at least fifteen days before the date of the meeting, indicating the date, time, venue and agenda of the meeting.
ii) Members may send their suggestions, with proper justification, for inclusion in the agenda, at least ten days in advance of the date of the meeting.
iii) All matters shall be decided upon by a majority of votes. In case of a tie, the President shall have the power to exercise a casting vote.
iv) Quorum for the General Body meeting shall be one-third of the total registered members. However, in respect of amendments to the byelaws, the quorum shall be two thirds of the registered members. In case the quorum is not in place, the meeting shall be postponed to a next date, and the members present at the meeting, shall be deemed to be the quorum, and decisions taken at the meeting, shall be treated as in order.
10 members or more may jointly request an urgent meeting to discuss urgent issues including no confidence motion. On receipt of such a requisition, Managing Committee shall consider the same in the urgent meeting and call the General Body Meeting within 4 weeks from the date of receipt of the notice.
In case a vacancy occurs in the Managing Committee due to death, insolvency, bankruptcy, resignation, or otherwise the Managing Committee shall meet and take immediate actions with regard to the filling of vacancy/ vacancies, as early as possible.
An Office Bearer shall stand disqualified and shall be removed as indicated below, if he;
a. absents himself from three consecutive meetings without indicating any cause or reason, for absence and notice thereof. However he shall be served with a show cause notice of not less than 7 days, to state his position.
b. acts against the interest of the Association or has been incapable of remaining member/ executive member due to imprisonment, bankruptcy, insolvency or for other reasons. He shall be served show cause notice of not less than 7 days. Action shall however follow, after the reply is considered and decided upon.
Disciplinary actions shall be taken against any member if he/she acts in a manner which is injurious to the interests of the Association.
